Chief Human Capital Officer

Francesse J. Canty Esq., who previously served as BPS’ Director of Compliance and Risk, has been appointed as Chief of Human Capital by Superintendent Mary Skipper. Prior to coming back to Boston Public Schools, Francesse was the Director of Human Resources of Everett Public Schools where her portfolio included managing labor relations, creating HR policies and ensuring compliance and directing and maintaining the district's personnel service.

Francesse from 2018 to 2020 served as a Labor Counsel for Boston Public Schools, where she provided advice to management and exceptional representation in all labor and employment related matters, including arbitrations, collective bargaining agreements, policy development, disciplinary matters, and operational compliance implementation.

In addition to being a dedicated public servant, Francesse is very active in the Boston legal community, as well as the Haitian community across the Commonwealth. She has served on the Board of Directors for the Massachusetts Black Women Attorneys for the last six years.

Francesse received her J.D. from Suffolk University Law School and her B.A. in International Studies and Criminology from the University of South Florida.
