Policy & Procedure Manual

  • Welcome to the Boston Public Schools’ Special Education Policy and Procedural Manual written for all stakeholders, including students, families, district staff, and partners.

OSE has developed this Manual to describe the practices and procedures that all school staff, including general and special educators and administrators, must use to properly identify students eligible for IEPs and to address the learning needs of students on IEPs in the most inclusive, least restrictive environment appropriate to meet an individual student’s needs.

It serves as the official source of directives for the professionals who are responsible for educating our students. All personnel responsible for the implementation or coordination of special education evaluations and services must become familiar with these practices and procedures as well as use the forms referenced in this manual. OSE will review this manual at least annually, which may result in revisions to content and/or forms. OSE will notify staff of any changes.

A Manual for Families, written in family-friendly language and translated, is now available. Visit the Family Guide for Students with Disabilities page to learn more.
