    Ms. Daphné Germain, a BPS Alumna and a graduate of Boston University as a recipient of the now Thomas M Menino Scholarship,  has over 15 years of experience focused on strategic planning and development, project management, and human capital development in BPS.  

    Daphne GermainShe is a former English Learner, immigrant student who experienced the district's EL programs.  She is the first BPS alum of Haitain descent who will serve as the (interim) Asst. Supt of the Office Of English Learners (OEL) in its history. She currently serves as the Director of English Learner Programs and Implementation and has led the team for the opening of the Haitian and Vietnamese Dual Language program. Her leadership in the department is multifaceted, ranging from leadership on the LOOK Act plan development, managing  of various workstreams, facilitating stakeholder engagement, as well as leading and supporting the Parent Engagement Team focusing on the DELAC (District English Learner Advisory Committee) and the seven language - specific ELAC parent groups. Ms. Germain has led various groups in OEL, during her 10 year tenure in the department, including the professional development team and EL Instructional Support Specialists who led the implementation of district requirements for the Department of Justice. Ms. Germain’s qualifications, vision, and project management skills are assets from which the Office for English Learners will continue to benefit. 

    She is an active resident of Boston, a fierce advocate for social and racial justice and is a strong believer in the assets our immigrant students and families bring to the city.

  • Who We Are

    The Boston Public Schools (BPS) has made high quality instruction for English Learners (ELs) a top priority and provides various instructional programs and services to help students learn academic English as they learn content in all subject areas. Boston Public Schools enrolls over 17,000 English Learner students, representing 31% of the District’s total student population. An additional 13% of students (more than 7,000) are former English Learners who have attained English proficiency while enrolled in BPS.

    What We Do

    Our goal is that all ELs will graduate as lifelong learners with 21st century skills in order to succeed in college and careers. This is evidenced by the Office of English Learner’s (OEL) vision statement: to provide a culturally and linguistically responsive education with the supports needed to ensure equitable access to opportunities that promote language acquisition, bilingualism, biliteracy and lifelong learning.
